But I don't think you could make many populations reactionary (you might have some luck keeping them reactionary, but even that is going to be difficult in late game).Turns out, i decided to give up trying to make my population more reactionary, and instead enact a few reforms, then Reactionary rebels showed up. You can generally influence POP's support of parties in election events, enacting certain reforms, researching certain technology, and making sure they are employed and their needs are met (or not depending on how you are trying to sway them). But trying to get them elected? It's just not very realistic. It's very hard I think to get the majority of your people to go back to being reactionary, but if you pass a lot of liberal/social reforms you are bound to get reactionary militants who then might stage a revolution you could use to restore the monarchy.
